corbie controller card --store <address> [--name <name>]
create this computer's controller and print its card
It creates the controller's identity if the config has none, sets up the store and prints the controller's card.
--store <address>the controller's store: a directory, or an S3 bucket as s3://…; required the first time
--name <name>the controller's name; default <host name>-controller
